American Samoa

Master of Arts in Counseling and Care – American Samoa

The Pacific Behavioral Health Collaborating Council and Certification Board is a regional non-profit and certification body. The PBHCC membership consists of each of the 6 island nations’ SSA’s top health leadership, ministers, and/or behavioral health directors, which includes representation from American Samoa, Commonwealth of the Northern Mariana Islands, Federated States of Micronesia, Guam, Republic of the Marshall Islands, and the Republic of Palau.

The PBHCC/CB is a member board of the IC&RC and the current certifications offered are Addiction Drug Counselor, Certified Prevention Specialist and Peer Recovery Specialist. Although the PBHCC, through the IC&RC, issues the certifications, they also must be reviewed and approved by local licensure boards where applicable.

Licensed Professional Counselor (LPC)

Arizona requires that applicants for licensure have a master’s or higher degree with a major emphasis in counseling from

A program accredited by CACREP or CORE that consists of at least 60 semester or 90 quarter credit hours, including a supervised counseling practicum as prescribed under subsection (E), or

An educational program previously approved by the Board under A.R.S. § 32-3253(A)(14) that consists of at least 60 semester or 90 quarter credit hours, including a supervised counseling practicum as prescribed under subsection (E), or

A program from a regionally accredited college or university that consists of at least 60 semester or 90 quarter credit hours, meets the requirements specified in subsections (C) and (D), and includes a supervised counseling practicum as prescribed under subsection (E).

Additional Requirements

For LAC (Licensed Associate Counselor) level, Arizona requires 700 hours for practicum with 240 hours direct client contact. Students must ensure they meet these practicum requirements.

To move to the full LPC, 3,200 hours of supervised work experience are needed, with 1,600 of those being direct client contact.

Arkansas

Arkansas requires that applicants for this licensure have a master’s degree with a minimum of 60 graduate hours, practicum, and internship. The practicum must have a minimum of 100 hours, including 40 hours direct service with clients. The internship(s) must have a minimum of 600 supervised hours begun after the completion of the practicum, including 240 hours of direct service with clients.

Licensed Professional Clinical Counselor (LPCC)

California requires that applicants for this licensure have a master’s degree that is counseling or psychotherapy in content and is a minimum of 60 graduate semester hours or 90 graduate quarter hours, and six (6) semester or nine (9) quarter units of supervised practicum or field study experience, including, but not limited to, a minimum of 280 hours of face-to-face supervised clinical experience counseling individuals, families, or groups. License applicants will be required to take additional coursework required by California, outside their degree requirements.

These 4 courses/12 hours are part of the required MACC standard program; 3 additional hours/1 graduate course is required to meet the advanced coursework requirement and can be taken as an additional elective.

Summary of Requirements

Applicants must ensure they take the following measures to meet requirements:

Applicants must complete a full counseling program (60 semester credits), which includes one elective. The recommended elective is CO7750 Human Sexuality.

Applicants who choose NOT to complete the full 60 semester credits will need to remediate the additional coursework to meet CA requirements. Up to 12 semester or 18 quarter units of instruction may be remediated, if missing from the degree.

Applicants must complete the CA Ethics requirement as stated above.

Applicants should be prepared to submit syllabi to the Board upon request to provide a rationale for courses meeting stated requirements.

The university must complete the Out-of-State Degree Program Certication form found in the application. FIU does not hold this.

Additional Coursework Required Upon Applying for Licensure

Six (6) hours of coursework or applied experience in Suicide Risk Assessment and Intervention will be required when you submit your Application for Licensure.

Three (3) hours of coursework in the Provision of Mental Health Services via Telehealth (including law and ethics related to telehealth) will be required when you submit your Application for Licensure.

Master of Arts in Counseling and Care – District of Columbia

Licensed Professional Counselor (LPC)

The District of Columbia requires that applicants for this licensure have a master’s degree or higher from an institution of higher education which was accredited by an accrediting body recognized by the Secretary of the United States Department of Education, the Council on Postsecondary Accreditation, or its successor, or is accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP) or deemed by the board to be substantially equivalent to a CACREP approved program.

Applicants must have completed a minimum of forty-eight (48) semester hours, or the equivalent number of quarter or trimester hours converted into semester hours in counseling or a related Jeld of study after earning a bachelor’s degree.

Practicum Requirements

Applicants must complete a one hundred (100) hour face-to-face supervised practicum, with forty (40) hours in direct service to clients. Applicants must have met for at least 1 hour per week with a supervisor that is a program faculty member, student supervisor, or a site supervisor working in biweekly consultation with a program faculty member in accordance with a supervision contract. In addition to individual or triadic supervision, the applicant must have received one and one-half (1.5) hours per week of group supervision during the practicum by a program faculty member or a student supervisor.

Internship Requirements

Applicants must complete a six hundred (600) hour face-to-face supervised internship, with at least two hundred forty (240) hours in direct service to clients. One (1) hour per week of individual or triadic face-to-face supervision shall be provided to the applicant by an on-site supervisor and one and one- half (1.5) hours per week of group supervision shall be provided by a program faculty member.

Licensed Mental Health Counselor (LMHC)

Florida requires that applicants for this licensure have (Option 1) a master’s degree or higher from a CACREP accredited mental health counseling program that includes 60 semester hours, a course in human sexuality, and a course in substance abuse, or (Option 2) a master’s degree or higher from a program related to mental health counseling from an accredited institution that includes 60 semester hours, 12 specific course content areas, and 700 hours of a supervised practicum, internship, or Geld experience.

*Beginning July 1, 2025, an applicant must have a master’s degree from a program that is accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP), the Masters in Psychology and Counseling Accreditation Council (MPCAC), or an equivalent accrediting body which consists of at least 60 semester hours or 80 quarter hours to apply for licensure.

An applicant shall be issued a license by the department if the applicant provides satisfactory evidence to the department that the applicant is qualified for licensure pursuant to the requirements of this chapter and meets the following qualifications:

An official graduate school transcript of a master’s or doctoral degree from an accredited educational institution in counseling or in an allied field related to the practice of mental health course

A graduate program that includes or is supplemented by gradurate level coursework in counseling comprising a minimum of 48 semester hours OR 72 quarter hteours, with a minimum of 3 graduate semester hours or 5 graduate quarter hours in each subject area: Human Growth and Development, Social and Cultural Foundations, Counseling Theories and Applications, Group Theory and Practice, Career and Lifestyle Development, Appraisal of Human Behavior, Tests and Measurements, Research and Program Evaluation, and Professional Orientation and Ethics

2 academic terms of supervised mental health practicum intern experience of a total of at least 6 graduate semester hours or 10 graduate quarter hours in a mental health counseling setting, with a minimum of 300 hours of supervised client contact

Master of Arts in Counseling and Care – Idaho Licensed Professional Counselor (LPC)

Idaho requires that applicants for this license have a master’s that is primarily counseling in nature and is accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP) or substantially similar and otherwise approved by the Board, and pass the National Counselor Examination prepared by the National Board of Certified Counselors (NBCC).

Acceptable Supervised Experience: Four hundred (400) of the one thousand (1,000) hours must be direct client contact and the supervised experience must include a minimum of one (1) hour of individual supervision for every twenty (20) hours of direct client contact. A supervised graduate-level educational experience (i.e. practicum or internship) may be utilized to fulfill this requirement, which can be provided by a counselor education faculty member or doctoral student at an accredited college or university, or a site supervisor approved by an accredited college or university.

Licensed Professional Counselor (LPC)

Educational Requirements

A master’s degree or doctoral degree in counseling, psychology, or rehabilitation counseling from a college, university or school that is a regionally accredited institution of higher education and recognized by the U.S. Department of Education.

The program must be at least 2 academic years in length with a minimum of 48 semester hours or 72 quarter hours, with a minimum of one course (“course” is defined as 3 semester hours or 4.5 quarter hours equivalent) in each of the following areas. The definition of a minimum of one course means that the objectives and content of one course cannot be used to meet the objectives and content of another course. Examples of course titles that relate to each of the core content areas are Human Growth and Development, Counseling Theory, Counseling Techniques, Group Dynamics, Processing and Counseling, Appraisal of Individuals, Research and Evaluation, Professional, Legal and Ethical Responsibilities Relating to Professional Counseling, Social and Cultural Foundations, Lifestyle and Career Development, Practicum/Internship, Psychopathology and Maladaptive Behavior, Addictions, and Family Dynamics.

*Through June 30, 2026, individuals that graduated from a program that requires at least 39 semester hours, but less than 48 semester hours may take additional classes post-degree in a regionally accredited counseling program that issues degrees acceptable for licensure under this Part, or as approved by the Board. Programs that require less than 39 semester hours of education to receive a degree will not be accepted for licensure.

*Beginning July 1, 2026, individuals applying for licensure shall graduate from a program with a minimum of 60 semester hours or 90 quarter hours with a minimum of one course (“course” is deIned as a minimum of 3 semester hours or 4.5 quarter hours equivalent) in each of the core areas listed in subsection (a)(5). Individuals graduating from a program that requires at least 39 semester hours, but less than 60 semester hours may take additional classes post-degree in a regionally accredited counseling program that issues degrees acceptable for licensure under this Part, or as approved by the Board. Programs that require less than 39 semester hours of education to receive a degree shall not be acceptable for licensure. Programs with evidence of fewer than 7 of the 13 required core areas listed in subsection (a)(5) will not be accepted for the purposes of licensure.

The program has a one-year residence. Residence requires completion of courses at a single institution’s program and does not allow for only interaction with faculty and other matriculated students. One year’s residence is deIned as 24 semester hours taken on a full-time or part-time basis at the institution accumulated within the time frame and course of study of the program. Beginning July 1, 2026, one year’s residence semester hour requirement is 30 semester hours.

Self-study courses and CEs may no longer be allowed as part of courses.

All master’s degree and doctoral programs in professional counseling or rehabilitation counseling that are accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP), the Council on Rehabilitation Education (CORE) and doctoral programs in psychology approved by the American Psychological Association and the Council for the National Registry of Health Service Providers are approved programs.

Specific Licensing Requirements

Indiana requires that applicants for this licensure have a master’s or doctorate degree in an area of mental health counseling from an eligible postsecondary educational institution that meets the requirements of the board. All education criteria must be met by postsecondary educational courses. Certifications cannot be used to meet educational requirements.

Graduate coursework in counseling must include either a master’s degree or a doctor’s degree in counseling. The graduate course work must include the following content areas:

Human growth and development

Social and cultural foundations of counseling

Helping relationship, including counseling theory and practice Group dynamics, processes, counseling, and consultation

Lifestyle and career development

Assessment and appraisal of individuals Research and program evaluation

Clinical instruction

Applicants must have one (1) supervised clinical practicum, internship, or

<eld experience in a counseling setting, which must include a minimum of seven hundred (700) clock hours consisting of one (1) practicum of one hundred (100) hours, and one (1) internship of six hundred (600) hours with at least sixty-six (66) hours of face-to-face supervision.

Exam Requirements

The Board has adopted the National Board for Certi<ed Counselors (NBCC) examinations. The Board will accept the National Counselor Examination (NCE) to obtain the mental health associate counselor license and the National Clinical Mental Health Counselor Examination (NCMHCE) to obtain a mental health counselor license.

All applicants applying by reciprocity will be examined on the statutes and rules for the Indiana Behavioral Health and Human Services Licensing Board. This is a 30-question true-false and multiple-choice examination. Passing criteria is 75%.

Students must complete a graduate level supervised clinical practicum of supervised professional experience including psychotherapy and assessment with individuals, couples, families or groups, integrating diagnosis and treatment of mental disorders with use of the American psychiatric association’s diagnostic and statistical manual, with not less than 280 hours of direct client contact or additional postgraduate supervised experience as determined by the board.

Louisiana requires that applicants for this licensure have a graduate degree in professional mental health counseling from a regionally accredited university that is either a CACREP-accredited program or its equivalent as determined by the board, with at least 60 graduate credit hours as part of the graduate degree plan containing the eight required areas, the supervised mental health practicum and supervised internship in mental health counseling or the total equivalent hours in practicum and internship. Applicants may apply post-master’s counseling courses towards licensure if their degree program consisted of fewer than 60 hours.

Licensed Clinical Professional Counselor (LCPC)

The applicant shall provide documented proof of a master’s degree or a doctoral degree from a regionally accredited institution that consists of a minimum of 60 graduate semester hours or quarter- hour equivalent and meets the criteria of paragraph A, B or C below.

1. A counseling degree from a program that was accredited by CACREP as a mental health counseling program at the time the degree was awarded (subject to the 60-semester hour minimum).
2. A counseling degree from a program that consisted of a minimum of 60 semester hours or quarter- hour equivalent as an organized sequence of study that includes curricular experiences and demonstrated knowledge that substantially satisfies each of the 10 core areas of study described in subparagraphs (1) through (10) below and 9 semester hours from at least two additional areas of study described in subparagraphs (11) through (18) below.

   [NOTE: Nontraditional or specialized counseling programs such as art therapy and dance movement therapy must also satisfy the 10 core areas of study.]

   Except for internship, full core area credit will be recognized for a three-semester hour course in the designated area. Except for practicum and internship, partial core area credit will be recognized for a course that contains components or significant aspects of a core area, and core area requirements other than practicum and internship may be satisfied by academic work completed in one or more separate courses. In determining whether a course pertains to a core area, the board will consider the content of the course as set forth in course descriptions, catalogs, syllabi, lesson plans, assignment lists, reading lists, or other contemporaneous documents; completed coursework produced by the applicant; any reliable information furnished by the applicant, the instructor who taught the course, a member of the academic department which offered the course, or a senior administrative official of the institution; and the title of the course. No one course will be recognized as satisfying more than one area of study.

   In evaluating the applicant’s academic credentials, the board shall consider the unavailability of the foregoing materials due to passage of time. In the event of a denial hearing, the board shall give due regard to the credibility of the applicant in evaluating any testimony of the applicant relating to course content, provided that the applicant has first demonstrated to the board a good-faith effort to obtain the documentation described in the preceding paragraph.

   1. Human Growth and Development. Studies that provide an understanding of the nature and needs of individuals at different developmental levels throughout the life span.
   2. Helping Relationships. Studies that provide an understanding of philosophic bases of helping processes, counseling theories and their applications, basic and advanced counseling skills, consultation theories and skills, self-understanding and self-development, and facilitation of client or consultee change.
   3. Groups. Studies that provide an understanding of group development, dynamics, group counseling theories, group leadership styles, and group counseling methods and skills.
   4. Measurement. Studies that provide an understanding of group and individual educational and psychometric theories and approaches to measurement, data and information-gathering methods, validity, reliability, psychometric statistics, factors influencing measurements, and use of measurement results in the helping process.
   5. Research and Evaluation. Studies that provide an understanding of the types of research, basic statistics, research report development, research implementation, program evaluation, needs assessment, and ethical and legal considerations associated with research and evaluation.
   6. Diagnosis and Treatment. Studies that provide an understanding of psychopathology, the diagnosis and statistical manual and its use in counseling, psychopathology, the development of treatment plans and the use of related services, and the role of assessment, intake interviews, and reports.
   7. Professional Orientation. Studies that provide an understanding of professional roles and functions, professional organizations and associations, history and trends within the profession, ethical and legal standards, and professional preparation standards and professional credentialing.
   8. Social and Cultural Foundations. Studies that provide an understanding of the development of multicultural awareness, cultural foundations of human growth and development, and cultural values and traditions covering the life span.
   9. Practicum. A course of clinical instruction that provides practical experience in counseling for the purpose of developing individual and group counseling skills. These experiences allow students to perform, on a limited basis, some of the counseling activities that a regularly employed licensed clinical professional counselor would be expected to perform.
   10. Internship. A full academic year of supervised clinical counseling experience consisting of at least 900 clock hours, including a minimum of 360 clock hours of direct client contact. The internship provides an opportunity for the student to perform all the activities that a regularly employed licensed clinical professional counselor would be expected to perform.

       Alternative Experience. In lieu of subparagraphs (9) and 10) above, an applicant may provide documentation of 1,000 hours of lawfully obtained supervised clinical counseling. At least 400 hours must consist of direct clinical contact hours. Documentation must include supervisor affidavits and a copy of the applicant’s final evaluation.

       Additional coursework must include at least nine semester hours of study in the following:

   11. Lifestyle and Career Development. Studies that provide an understanding of career development theories, occupational and educational information services, career counseling, and career decision-making.
   12. Marriage and Family Counseling. Up to six semester hours of study that provide an understanding of the structure and dynamics of the family, and methods of marital and family intervention and counseling.
   13. Human Sexuality for Counselors. Studies that provide an understanding of human sexual function and dysfunction, the relationship between sexuality, self-esteem, sex roles, and lifestyles over the life cycle, and counseling treatment approaches and techniques.
   14. Supervision. Studies that provide an understanding of approaches and conceptual models, individual and group supervision, clinical evaluation, and ethical and legal considerations.
   15. Consultation. Studies that provide an understanding of consultation skills, evaluation of organizational structure and individual client management, and theoretical orientation.
   16. Crisis Intervention. Studies that provide an understanding of the theory and practice of crisis intervention, short-term crisis counseling strategies, and the responsibilities of all those involved in the intervention.
   17. Addictive Disorders. Up to six semester hours of study that provide an understanding of the stages, processes, and effects of addictions, social and psychological dynamics of chemical dependency, and the professional’s role in prevention, intervention, and aftercare.
   18. Treatment Modalities. Up to six semester hours of studies that provide an understanding of specific treatment approaches (for example, cognitive, client-centered, expressive therapy, feminist).

       An applicant who has not completed an internship that meets the requirements of subparagraph (10) above but has completed an internship consisting of at least 600 clock hours of supervised clinical counseling experience and has fullfed all other requirements of Section 2(1)(B) of this chapter, will be deemed to have a qualifying degree for purposes of Section 2(1)(B) of this chapter. Such an applicant must complete additional supervised experience as set forth in Section 4(2) of this chapter.

3. A psychology degree from a program that at the time the degree was awarded was accredited by the American Psychological Association or Canadian Psychological Association in clinical psychology or counseling psychology at the doctoral level.

Not less than 100 hours of regularly scheduled supervision under a License Professional Counselor (LPC) who meets the requirements outline in R 338.1781. The experimental requirement of Michigan determines 100 hours of regularly scheduled supervision under a LPC reflects a 48-semester-hour program for accrued 100 required hours in the immediate physical presence of the supervisor or via 2-way real-time audiovisual technology that allows direct, contemporaneous interaction by sight and sound between the supervisor and the supervisee. The supervision begins on the issuance of the limited license (LLPC) from the Michigan and continues until the licensed professional counselor license is issued.

Not less than 600 clock-hours internship of practicum and internship of supervised clinical experience in counseling.

Additional Requirements Human Trafficking

Individuals seeking licensure must have completed training in identifying victims of human trafficking that meets the standards in Administrative Rule 338.1771 prior to being issued a license. The training must only be completed once.

Implicit Bias Training

Beginning June 1, 2022, individuals seeking licensure must have completed at least 2 hours of implicit bias training within the five years immediately preceding issuance of the license.

The degree upon which license application is based must include at least 48 semesters or 72 quarter credits graduate program with supervised field experience of at least 700 hours, and specific academic coursework content in ten subject areas.

Completion of 2,000 hours of supervised post-degree professional practice. These hours may be completed prior to licensure if the Board finds the past supervision acceptable; or completed after licensure, based on a supervision plan that is accepted by the board.

Supervision must be obtained at a rate of 2 hours per 40 hours of professional practice, for a total of 100 hours of supervision. At least 50 percent of the required hours must be individual, 1:1, supervision.

Successful completion of the National Counselor Examination (NCE), the National Clinical Mental Health Counseling Exam (NCMHCE), or an alternate examination, determined by the Board to be equivalent to the NCE.

North Dakota requires that applicants for this licensure have a master’s degree in a counseling program of the accredited school or college. These programs include counseling, counselor education, counseling and guidance, and counseling and development. In addition to the master’s degree in counseling, the applicant’s graduate transcript(s) must indicate a minimum of sixty (60) semester credits (or ninety quarter hours) related to counseling, including coursework in the following areas:

Licensed Professional Clinical Counselor (LPCC)

Applicants for the LPCC must hold a valid LPC license. In addition, these requirements must be satisfied:

A total of 60 graduate semester credits that must include abnormal psychology and psychopathology, and clinical counseling skills. (See application for qualifying coursework in mandatory areas.)

Must have completed 700 hours of training in supervised practicum and/or internships relevant to the practice of counseling.

Two years (3000 hours) of post-masters supervised clinical experience in a clinical setting. All applications received after 7-1-16 must show 100 hours of supervision by an LPCC.

Three letters of reference from clinical professionals, including a form to be Slled out by the clinical supervisor. (See LPCC app for this form.)

A passing score on the National Clinical Mental Health Counseling Examination.

Additional Information

Students planning to pursue the Licensed Professional Clinical Counselor should seek guidance as to which required or elective courses would count towards required core coursework to be completed during the 60-credit hour program that is required for the LPCC, but not the LPC.

Rhode Island requires that applicants for this licensure have the following degree requirements:

Option One

A master’s or higher-level degree from a program accredited by CACREP; or an equivalent accrediting agency approved by both the board and by the cognizable national or regional certifying authority.

Option Two

A master’s degree or certificate in advanced graduate studies or a doctoral degree in mental health counseling from a recognized educational institution, or a graduate degree in an allied field from a recognized educational institution and a graduate level course work that is equivalent to a master’s degree in mental health counseling. Coursework must include the required components of the Core Curriculum as indicated in § 11.5.1 of this Part AND

Sixty (60) semester credit hours or ninety (90) quarter hours within their graduate counseling/therapy program or post graduate program. The sixty (60) semester credit hours or ninety (90) quarter hours must be received prior to beginning post graduate experience and supervised case work hours.

Completed the following educational practicum and internship requirements. Option One

Completed requisite CACREP expectations for internship and practicum.

Option Two

Washington requires that applicants for this licensure have a master’s or doctoral degree in mental health counseling or a master’s or doctoral degree in a behavioral science field relating to mental health counseling from an approved school. Fields recognized as relating to mental health counseling include counseling, psychology, social work, nursing, education, pastoral counseling, rehabilitation counseling, or social sciences. Any field of study qualifying as related to mental health counseling must satisfy course work equivalency requirements included in WAC  246-809-221. An official transcript must be provided as evidence of ful8llment of the course work required.
